I am working on a new website and I would like to understand how Google treats titles in a page.

Lets say that each page has a title. for example: "Linkable titles" is the title of the page. Before the main content of this page I see a H1 that says: "linkable titles".

How Google will response if I will make it linkable to the same page?

is it going to heart me ?

No, this is not going to hurt your site.
So far Google likes titles and h1 tags with the same content. Be careful so that your description and keywords are not the same for every page or you will end up in Supplemental results.

Focus on most important keywords. Even if it requires you to remove e.g. company name from titles. That is at least my experience.
